Empower operates its programs and services without regard to any religion, race, color, national and ethnic origin to all the rights, privileges, programs, and activities generally accorded or made available to people supported by the Agency in accordance with Title VI of the Civil Rights Act of 1964, which provides: “No person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.” In addition, the Agency does not discriminate on the basis of religion, race, color, national and ethnic origin, or disability in administration of its policies, procedures, and programs.
